I moved the sliders over the flat lines on the histogram from the left and the right. Then I adjusted for the midtones. Lastly I made a pass with the sharpening tool.
I was trying to bring out the colors more.

2. Adjusted the levels, mid tones.
3. Created duplicate layer, on the duplicate I increased levels to make the shot brighter, then used Gaussian blur on the image. I then selected the blending option "Multiply". I then merged the layer back visible.
4. Adjusted the curves to bring in more light.
5. Slight sharpening using smart sharpen in CS 2.
