Using Photoshop Elements, I went to "enhance::Adjust Lighting::Levels". I moved the sliders over the flat lines on the histogram from the left and the right. Then I adjusted for the midtones. Lastly I made a pass with the sharpening tool.
I was trying to bring out the colors more.
