I shot these tiny blue macro beauties on the grass seen all around on my way to Bumla from Tawang (Altitude 15,000 feet above sea level). Bumla happens to be located at Indo-China border and requires special permit for tourists to visit the international border.
These flowers (size 1.5 - 2.0 cms) had unique anatomy something very akin to the "Yellow Hat of Tibetan Lama" on top of them, refer Yellow Hat of Monk; which are quite obvious in them. I believe they are seen more frequently during rainy season painting the valley into blue.

The sight of the tranquil water of lakes, rivers and of numerous high water falls reflecting the color of blue sky and sometimes hovering clouds overhead gives a very heart touching sensational experience to the visitors. Occasionally, the appearance of the mist enveloping the rivers and lakes and valleys reveals a pure beauty inherent in nature in this hidden paradise. The true lovers of nature who wish to enjoy the Nature in true sense, this hidden paradise welcome them.
The best season the visitor can choose for coming to Tawang is between September to November. This time is ideal with clear weather and a little chill in the air. Snow covered landscape can be experienced between December to March.

I agree with Ori, it is some plant from Ranunculaceae family, esp. flowers looks like Aconitum or Delphinium ones, indeed. TFS.
