We call this KANTUTAY (KAN=Can TUT=Tooth TAY=Tie) in the Philippines - i'm still doing research on what is this called scientifically or in other countries - anyway it has a pungent odor (not very nice) but its a very nice looking ornament in a garden.

The scientific name of this plant is Lantana-the American species is Lantana camara and the Indian one is Lantana indica. I have posted a photograph of Lantana camara.
