Hi Derrick,
I think it is not Ixora. The flower structure (the helicopter) is very typical to the Apocynaceae Family. Unfortunately I do not know the Genus even though it resembles the Acokanthera. There are over 400 Genera in the Family between the tropical and the warm temperate regions. An expert should be able to tell the species from the photo, because it represents the flowers very well.
