I think this tiny Fly (3mm) belongs to the Family Empididae (Dance Flies)

Kenmerken
Dansvliegen hebben een slankere lichaamsbouw dan roofvliegen (familie Asilidae). De grotere soorten hebben vaak een lange zuigsnuit; bij de kleinere soorten is deze kort en puntig. Zeer kenmerkend voor vele soorten is hun paringsgedrag, waarbij het mannetje een prooi of een namaakprooi als bruidschat aan de vrouwtjes aanbieden.
