Nice shot! I think the angle you've chosen does impart a strong feeling of the orient to the eyes, and you've done well to capture him looking into the camera like this. However the image quality itself could be better - I think maybe using flash would have helped bring him out from the strong background, although it's fixable in Photoshop to a fair extent. There's also some chromatic aberration, but again that's fixable too. Well captured :)
