Hello Don,
this is a species of the subfamily Halticinae of the beetle family Chrysomelidae.
The picture probably does not allow the proper identification of the species.

Yasu Don,

I share the opinion of Peter and I think it is a variant of Bloody-nosed Beetle (Timarcha tenebricosa) since it has a fused elitra. If I am not wrong, it is one of the largest leaf beetles. It exude a drop of red blood from its mouth when disturbed.
