Looks like he's been trying to open tin cans,probably salmon or sardines.
Either that or he's dived on a dried up lake. Amazing how they adapt. (I once saw a seagull that had been shot with a wooden kebab skewer. It seemed to be just getting on with its life...with a wooden skewer straight through the middle of it's body!)
