This is a Common Yellowthroat, Warbler.
You acheived a good POV to see it's facial mask and bright yellow throat and breast.
They are common around watery brush habitat.

Hi Ashok,
I confirm Richard's correct ID. Common Yellowthroat (Geothlypis trichas) - a male bird. The Yellow-rumped Warbler also ranges in California - it is a genus Dendroica and easily separated from this bird.
