A lovely owl portrait, Chris! Great feather detail.
This is not a Pygmy Owl though -- this is a Saw-whet Owl, which winters as far south as Mexico and North Carolina. A Pygmy Owl has a pale greyish beak, not black like this one, and it has white eyebrows, but lacks the broad, pale facial discs of the Saw-Whet. A Pygmy Owl's head is shaped like a half sphere, whereas the Saw-Whet's head is larger in proportion to the body and looks like a full oval, sometimes almost rounded squarish from the front. The Ferruginous Pygmy Owl's tail is also longer in proportion to its body -- rusty colored with dark bars, unlike the tail of the Saw-Whet which is shorter and plain brown with pale edging. Pygmy Owls also have dark 'eye spots' on the nape of the neck, ringed with white in the Northern Pygmy Owl, but not the Ferruginous.
Saw-Whet Owls are my favorite of the owl species -- they are so beautiful and often quite unafraid of approach.

Great portrait of this Pygmee-owl.
Good composition and very sharp all-over. You've made good use of the background. Happily, the light spots in the eyes are just sufficient. Less light would be also creating a less interesting picture. Good job.
