Maria preta do bico azulado.

Especíe silvestre negra uniforme,sem branco nas rêmiges,bico claro acinzentado.Fêmea parda,duas faixas amareladas na asa,com lado inferior grosseiramente estriado de pardo-anegrado e branco sujo.Caça insetos,é migratório(Espirito Santo,Rio de Janeiro).Ocorre no Espirito Santo e Minas Gerais ao Rio Grande do sul e Mato grosso,Tambem conhecida por outro nome Maria preta pequena.

Hi Nilson,
First impression is that this is probably a Knipolegus Tyrannid. Will have to look at ranges when I have more time.

EDIT: Nilson, unfortunately though I read Portuguese, I can't write it. So, here goes. There are three possible ranging Knipolegus species in Santo Andre. They are Crested Black-Tyrant (Knipolegus lophotes); Velvety Black-Tyrant (Knipolegus nigerrimus nigerrimus); and Blue-billed Black-Tyrant (Knipolegus cyanirostris). K. lophotes is easily eliminated from consideration as both sexes resemble one another and both sexes have an always erect and very noticeable crest, and a black bill. For the other two, it is easy to eliminate considering the females, as they are easily not this bird. So, this is an adult male of one of these last two species. They are not easy to separate. I wish that the base of the bill in this photo was not overexposed as it would have helped. However, in my judgment, this is probably an adult male Velvety Black-Tyrant (Knipolegus nigerrimus nigerrimus) for the following reasons. It would appear to me that this bird has a slight crest projecting from the hind-crown (the head contour of K. cyanirostris is rounded), and also it would appear to me, in spite of the overexposure of the bill, that this bill should be pale bluish-grey with a dark tip (that of cyanirostris would be a deeper blue and either lack the dark tip or have a dark tip with less extension than shown here).
