Looks very much like the larvae of a hoverfly, they may be ugly but they are great little hunter of aphids which plauge our gardens.
Hi Matthew!
This is really unique picture! Larvae of flies = Diptera (and this is one of them) are presented on TN extremely rare, mainly because they are not very attractive. So bravo for showing a non-commercial picture of non-commercial insect.
Anyway, it will be very difficuls to identify the species. In many cases larvae of flies are not known for science and their identification is simply impossible.
Now I can only guess that it can be some Syrphidae species but I am not sure this :)
