This is a bateleur eagle which is at the Hawk conservancy trust near Andover.
These wonderful eagles often hunt snakes in the wild and they puff out the feathers around their head so that in the event of a snake striking there is less likelihood of the bird becoming injured by a bite to a bodypart that carries blood.
I'm not too happy with the background really and at some stage I may try to fix it in photoshop.

Sharp, equisite detail shows off the colors of his beak and his clear eye. The feathers add texture, softness to this regal pose. This is a magnificent bird and I love the composition. Nicely done.
Beautiful portrait, very nice composition. Super detail showing off the facial features and feathering of this magnificent bird. Personally, I don't see anything wrong with the BG other than a bit of noise, but that could be easily addressed with a light touch of the softening tool.
