The tide was dead low, the birds were waiting for the rise to begin, and bring in a load of fresh fish. You can see the edges of the pouch along the birds lower mandible, it is elastic and holds an amazing amount of water, and fish. After a dive the Pelican dips it's beak, drains out the water, raises it's beak, and swallows the fish!
