Some young birds can act as if they are dead...out of protection.

Was it caged in a box? Its head is damaged. The skin is nude in some places.
Please advise.
It actually doesn't look like a falcon to me but rather a sparrowhawk or a goshawk.

Agree with Neprotome2, a sparrowhawk of some kind. . .an accipiter, and not a falcon. It appears to have a wound on its head, as well. . .scraped by another raptor, hit by a car and stunned? Whichever, this is a pretty shot. The red-orange eyes tell me this is a near adult and not a juvenile.
