Crape Myrtles are very popular flowering trees in the Houston area. They do very well in hot, humid conditions. The outer bark peels off, revealing this scarred underlayer. This close-up of the bark might be from the Lagerstroemia indica variety, commonly known as Potomac. Here's a link to the United States National Arboretum's webpage about Crape Myrtles.
