Little postwork will increase the effects of fill flash by lighting up the dark parts and revealing the rich spectre of shades and hues contained in that capture:
Photoshop Elements:
1) Fill flash tool: +9
2) Contrast increased: + 6
3) Saturation increased: + 6
Simply using the "Auto-contrast tool" will deliver a similar result.
