What I've done:
1. Noise reduction in NeatImage - with autoprofile
2. Changed levels - make the picture more bright and with bigger contrast
3. I didn't sharpen the image as while sharpening the noise appears again.

Not a lot could be done with the baseline but did a few adjustments.
- Noise reduction
- Sharpening
- Contrast
