This is such a fabulous view, I hope you don't mind if I try a small workshop using different software.
In Photoshop CS 2:
Magic wand, select clouds and sky (hold down shift key to add to the selection): change levels to add depth to the sky
Image > Adjustments > Match colour > Colour intensity: increase colour to 150%
Sharpen edges

I like the original capture, but thought that a slightly different composition might work better. Keeping as close to the rule of thirds as possible, I cropped the original, keeping as much of the curled tendril of the plant in the frame as I could.
Then I boosted the colour just slightly and the Luminance to 150% using Image > Adjustments > Match Colour

Thank you for enabling the workshop posting here.
I really like your original PoV and thought that some small changes might give it more punch -- but remember this is art, not science, so different people have different tastes!
The first thing I did was to straighten the horizon. It's not perfectly straight yet because I did not want to lose any more of the flowers in the bottom left.
I used my magic want to select the wood of the foreground and then reversed the selection.
Then I went to Image > Adjustments > match colour and I increased the luminance to 150% and then neutralize and then slid the fade bar to minimize the neutralizer by 80%. This put a little more blue into the water and cooled down the green a little (making it less yellow).
Then I reversed the selection of the magic wand tool again so that the wood was the portion being adjusted. One again Image > Adjustments > Match colour but this time decrease the luminance so that the wood is darker.
Sharpen edges and repost
What do you think?
BTW: That Image > Adjustments > Match Colour combination is very handy when working with portraits too. Adding light like that can make a huge difference.

(5406) [2007-08-02 08:00:26] [4] | There is so much potential in this image that I hope you don't mind if I play with it just a little.
First (after removing the frame) I adjusted the levels and then the contrast. Next I used the image adjustment > match colour (in Photoshop CS2) to increase the colour by 10% and then increase the luminance to 150%. Finally I added thin frame by increasing the canvas size by 3% using black.
What do you think of the result?

Finally I used the magic wand to select the washed out portion at top left and used the levels adjust ment to bring that out a little more.

I am not a fan of things like Neat Image. However, there are PhotoShop tools that allow you to smooth out the jaggies selectively. I used the magic wand to select just the sky and then simply "reduce noise" filter.
It's not perfect, especially when working with a reduced file version as on TN, but I think it makes a slight difference
