The horizon was off quite a bit; one easy way to see that in a situation like this is to key off of the reflection of the sun in the water. Reflections like that have to be plumb. This photo is quite dark so one has to be on the ball to see that the horizon is not level.
But the shaft of light is a dead give away... ;)

After the rotation to level, I did some colour and contrast adjustments.

Hi Donna, in this workshop I was looking at throwing in a little more light while maintaining the reflections. I used curves. I brought up the shadow region to enhance the bird to a point where I could see his eye well. On the light side, to maintain contrast I raised it a bit to enhance the blue reflection from the sky. For the repost I sharpened very slightly with smart sharpen. I hope you approve.

I have removed the copy from my terminal.

I could only use a small section of the photograph due to the angle of the ice hence I bigged it up with a large frame!
