Hi Reina,
I used the toold threshold to find out the white and the black point in your picture. And use eyedrop tool? (I'm not sure of the english name of the tool) to mark the points. The I use levels pipettes to click in the markings, tten will the colours be back. Add some S/H too around 5% add some contrast too 5% and finaly add USm 200% and 0.2 pixels.
If you want the new more how to use Threshold you can read Adrian's explanation when I used this technique for one of Loots picture,
Here.

Hi Nelson,
I used a levels and a tool Threshold to try to correct the WB. Maybe not the best but I think it looks a bit better.

Hi Mike,
I used the filter Shadows set to +45, it's quite a lot, it will be much noise in the BG so I used Noiseware Pro to remove the noise.

Hi Rajesh,
I did a WorkShop of your nice picture.
I correct the levels, add some contrast about 7%,
use the tool Shadow/Highlight, setting shadows to 10% and finaly I add som sharpen with USM 0.3 pixels and 285% amount. I used PS CS2 for PP but I think you can use Photoshop Elements instead.
I hope you like it.

Hi Loot.
A picture should have a Black and a White point,
if you can finf out these and use levels/curves the picture will be correct in colours, I say normally, there is exception.
Let PS find out the b/W point with help of the tool threshold and use the colours sampler tool to mark the points and gthen click with the b/w pipettes in levels. This is what you can do in PS CS I don't know if it's possible in PSE.
I did remove the BG noise too ,but i don't think it was necessarily. I mark the BG with the magic wand and run the picture in noiseware pro.

Hi Brian.
I did this earlier so I not sure about the setting.
But I correct the levels, use the tools Shadow/Highlight, add some contrast +4 and use smart sharpen 0.2 pixels and 200 % amount.
This is the result, I'm sorry that I forgot the settings of S/H.
