The lack of reflection has got nothing to do with the polarizer, but with the use of f/22. Just look at the picture I posted as a workshop. Same place, only minutes earlier, WITH polarizer, but only f/9! The reflection is there.
The f/22 (larger DOF) of the original made the stones in the lake very visible/clear, thus creating a lack of reflection. I had seen so many reflections in Canada before, that I liked this one better than the one with reflection. Reflections are boring! :)
In short: The polarizer has NOTHING to do with the reflections.

All I did was clone out the Gull in the back as it took away my attention. You want your eye fixed on the flying Gull and not on something else. :) I also added a simple black frame for more depth.

I cropped some of the bottom of your original post and added some space on the right. I didn't have much time tonight so the cloning was a little rough. Would I have taken more time, it would have looked more smooth. ;) Then I added a thin black border, as it gives the photo more depth imo.

I hope you don't mind me messing with your photo. ;)
Your photo is very good, but I felt it really needed more space on the right side. I just added some sky. I am a sucker for enough space. For me; too tight crops/framings spoil a perfectly good picture.
I also thought the wings were a wee bit underexposed and adjusted the shadows with 50%. Underexposure is always better than overexposure as there was nothing I could do about the burnt whites on the Gull's ass.
I hope you like the result and my critique (not criticism!! --> I am sorry for my bad English!).
