i just increased vibrance and saturation and played with curves and levels to increase contrast. i did use quick mask to mask off the very top of the eagles head and the top of the white tail since they were already close to saturated.

i also sharpened the photo a bit

opened using the RAW tool and adjusted contrast by increaeing exposure and black.
used curves to lighen the scene
used the white point tool in levels to set the sky to white which lightened the image and removed a blue cast
used noise ninja to remove noise that showed up when the image was lightened
used the dodge tool to brighten the eagles face and the magpies face
selected the sky using the color range tool
inverted and sharpened
selected just the dark feathers on the eagle and used noise ninja on those to remove noise
