To answer your question, the effect of the polarizer here was quite small, but it cut some of the reflections for the ice in this scene. As for the maximum f-stop here, it's not exactly that sharp as say about f/8 or f/11, but it's still a sharp one and i'm very happy with the quality of the lens.
