I'll share a secret with you, only it's not so much of a secret anymore, as I have told this before: If you really want to see some gulls fairly close up, buy a tin of cheap cats food (preferably fish variety) and dish some out where you want the gulls to fly to.
Ideally, you should place it somewhere very close to water, as the gulls prefer not to venture too far from their natural element. Last winter I had several enjoyable shoots on a flooded field where I waded out to a tuft of dry reeds surrounded by shallow water and deposited the food there.
If you select a spot where the sun is behind you and wait for a day when the wind is also behind you, you should be in with the chance of some very good shots. They prefer to keep their noses to the wind, so if the wind is against you, you'll get mainly rump shots. Just remember to stop down -1/3 or more in sunlight, as the whites are blown very easily.
