the frame is done in CS2, but it will work in any of them.
I select image size of 750 pixels high,
then select canvas size 752 (adding 2 pixels white to width and height)
Next is add 18 pixels black to the height and 100 to the width
then 100 pixels black to the width on one side only (for a horizontal this is only 80 pixels black and it is added to the bottom only)
then 2 pixels "other" and I use the eye dropper to select a colour from the picture for this
then 28 pixels black all around
then I clone out just enough from the bottom edge of the coloured edge so that I can fit in my signature
Next add signature, then a fresh layer for the title
flatten
and done
