Workshop Note
Using Paint Shop Pro Photo XI, I first cropped it so the bird is a little less centered and not so 'lost' in the larger image.

Then used the 'color fade' tool to brighten the colors. After that I made some gamma adjustments using 'histogram adjusment'. Finally ran it through 'digital noise removal' tool and then picked out some of the detail that had been softened by noise removal by using the 'sharpen tool' set to a small radius and minimal setting.
