This is the Australian Pelican Pelecanus conspicillatus.
"Pelicans breed throughout Australia on lakes and swamps, fresh or briny. They congregate at isles where mature birds - at least four years old - develop red courtship colours on the bill. These colours fade quickly after pairing. The birds use their great bill in display, raising it, swinging and rippling its pouch, and throwing and catching objects. In threat, they thrust it forwards, head down and pouch bulging, snapping it open and shut."
