Hi Hamid, how's it going? I tried a workshop on your picture.
Edits:
Color-balance: B-channel attenuated, R-channel boosted, G-channel slight adjustment; weighted balancing on B/C-levels; sharpened; sky despeckled, & clouds top left cloned-out.
Note:
The original seems to have a Blue/Cyan cast: daylight photos that look like they were shot at night. This probably is a Whitebalance issue for that particular situation. If the photo looks too blue, then the Whitebalance should have been initially set at a higher Kelvin-temperature.
(Or change it later with RAW-development).
This is what the photos from my Digimax 210se looked like when I took it to the dunes, so I recognized the problem: improper Whitebalance.
By adjusting color-balance (& B/C-levels) this can be corrected in post-processing: looks simple but really isn't, first step is knowing what's wrong here, and how to correct it by experience.
