In Photo Elements 4, I used the "enhance" feature: shadows and hightlights. I darkened the hightlights as well as the shadows.
Then I lowered the brightness and adjusted the contrast.
Finally just a light pass of sharpening.
Hope it takes away some of the glare. : )
