In PS I surrounded the bird with the magnetic lasso, inversed the selection and applied the Filter/Noise/ Reduce noise for the background, strength 8. Then I reversed the selection again and de-noised the bird itself with strength 2. See what you think of the result.
You don't lose your copyright of your picture by this procedure.
