Yes, it seems dead, but this kind of plants adapted to extreme conditions have very particular strategies to survive. Like in Spain many Oaks speceis lost their leaves in summer as a soon autumn, if there is not much rain. But but in the next spring starting again to make their leaves.
It is very hard to maintain the leaves with out water, so the solution: to stop the grow, loosing the leaves and waiting for better days...
I can indentify it, but I think it is a species from any genus from Asteraceae family.

Very nice landscape with this amazing fuxia-red sage. I like the coposition with the mountains behind. I think it is Salvia cabulica.
