I cant help to give you the correct ID but I think that guy is not a good guy. I think itīs a Cicada I post two links for you which hopefully will help to find the answer of your question.

Hello Penny,
A nice shot of this little pygmy grasshopper. I may be mistaken, but it looks a lot like (Paratettix cucullatus) to me.
