I was a bit surprised to see these tiny flowers in winter. But it feels good to see them in this cold weather, it reminds you of spring :)

I think it's a goldenrod species that has it's seeds covered in frost. The only plant that I'm aware of that flowers in winter would be witchhazel but this doesn't appear to be that.
