Well they're not "officially" established trails. The trails in this area are old pack trails used by guide outfitters and recreational horseback riders so they've never been officially documented. Those who do travel this area make a habit of not spreading the word around, which is why you won't really find any info on the area.
Manning Park had no forest fires to my knowledge this year. It's actually been a pretty quiet year for forest fires due to a heavy snowpack and a cooler spring and early summer. Manning has however been heavily affected by the pine beetle, so you'll see quite alot of red within the green forest these days, but that's the case almost everywhere now.
It sounds to me like you would really like the Heather Trail in Manning Park, as it's a lovely alpine trail that winds along for miles. There's a paved road that you can take to the trailhead and from there you are almost immediately in alpine.
