As I understand it, the statement "By displaying or posting content on the Site, you hereby grant us a nonexclusive global license to publish the content submitted by you to the Site." means the action of submitting an image to whichever site the Terms of Use apply to grants IB the global non-exclusive licence. With this licence they can then publish the image wherever they like.
